According to the report, Jeonbuk Special Self-Governing Province is launching a future advanced industry initiative centered on three pillars: physical AI and robotics, clean hydrogen, and AI data centers (AIDC). This strategy is built upon Hyundai Motor Group's investment in the Saemangeum area, which the province says totals 8.9 trillion won across approximately 340,000 pyeong of land.
The investment breakdown includes 5.8 trillion won for a 100MW-class AI data center, 1.3 trillion won for renewable energy, and 1 trillion won for a 200MW-class water electrolysis plant. The project also involves the construction of a robot manufacturing plant and an AI hydrogen city. The province aims to build a physical AI ecosystem that spans research and development, demonstration and certification, and mass production of components, leveraging the region's existing commercial vehicle and agricultural machinery industries.
To support this, Jeonbuk is pushing for the establishment of a body tentatively named the 'Korea Physical AI Promotion Institute' and the designation of a mega special zone. The plan includes building demonstration centers for commercial vehicles, agriculture, robotics, special-purpose vehicles, and construction machinery, along with a K-Robot Demonstration Sharing Center. The province also plans to cultivate talent through a joint campus between Chonbuk National University and Hyundai Motor, as well as AI Meister High Schools.
In the hydrogen sector, the strategy links the Buan water electrolysis demonstration with the Saemangeum plant and proposes a hydrogen commercial mobility specialized zone in Wanju. For AI infrastructure, the province intends to utilize Saemangeum's land, renewable energy, and the international submarine cable landing station scheduled for completion in 2027 to create an AIDC cluster. The plan extends to all 14 cities and counties in the province, with specific roles assigned to areas like Gunsan, Gimje, and Buan for industrial hubs, and Jeonju, Iksan, and Wanju for AI and robot conversion of auto and machinery parts.
Context
Hyundai Motor Group has been aggressively expanding its presence in the energy and mobility sectors, with Saemangeum emerging as a key site for its next-generation infrastructure. The concept of 'Physical AI' refers to AI systems that interact with the physical world, often through robotics, distinguishing it from purely digital AI models. South Korea has been promoting the development of its domestic robotics and hydrogen industries as part of its broader industrial policy to diversify away from traditional automotive manufacturing. The integration of AI data centers with renewable energy sources is a growing trend globally, driven by the high power demands of large-scale AI training and inference workloads.
Robot's take
This initiative represents a significant attempt to create a localized, integrated ecosystem for physical AI rather than relying on isolated component suppliers. By linking robot manufacturing with hydrogen production and AI data centers, the province is trying to create synergies that could lower operational costs and accelerate deployment. However, the success of such a large-scale, multi-sector project depends heavily on the coordination between government agencies, private investors, and local industries. It remains to be seen whether the proposed 'Korea Physical AI Promotion Institute' can effectively bridge the gap between academic research and industrial application, and whether the region can attract the necessary skilled workforce to sustain the ecosystem.
